Matt Norton serves as an Executive Underwriter at JEM Underwriting Managers, a business unit of Ryan Specialty Underwriting Managers. He was promoted to this role in March 2026 after serving as Senior Property Underwriter since joining JEM in 2019.

Matt has more than a decade of experience in commercial property underwriting, with a focus on catastropheexposed risks and excess and surplus lines business. At JEM, he supports key carrier relationships and plays a central role in setting rates and terms on shared and layered catastrophe property programs using RMS and AIR catastrophe modeling. Prior to joining JEM, Matt held underwriting roles with Sigma Underwriting Managers, a subsidiary of Brown & Brown Insurance, as well as Brown & Brown Insurance.

Matt earned a Master of Science in Management from the University of Florida’s Warrington College of Business and a Bachelor of Science in Packaging Science from the University of Florida. While attending the University of Florida, he was a member of the men’s swim team, a threetime NCAA AllAmerican, and a twotime U.S. Olympic Trials qualifier.
